On April 4th, 2025, the Italian government passed the “Security Decree,” fast-tracking it by converting the draft bill into law. This measure heavily impacts Law 242/2016 — the law that once promoted the cultivation and development of the hemp agro-industrial supply chain. 

With a single signature, the entire industry was razed: around 3,000 businesses affected, including 1,600 agricultural enterprises, 800 local shops, and over 700 companies in the processing sector. More than 40,000 workers now face unemployment.

The decree bans the production and sale of light cannabis, including hemp flowers with THC levels below the legal limits set by both Italian and European standards. These harsh restrictions hit a growing sector where thousands had invested in CBD-based products and innovation.

In response, industry associations have united in resistance, launching legal actions and mobilizing to defend the sector. The first appeal was filed on April 18th, 2025, challenging the decree’s compatibility with European laws on free movement of goods and market competition. The EU’s TRIS procedure has been activated — and now, all eyes are on Brussels.
